County of Duplin issued the following announcement on Mar. 22.

President Biden ordered all United States Flags to half-staff March 23-27, 2022, in honor of former Secretary of State Madeleine Korbel Albright.
President Biden’s proclamation is available here: https://www.whitehouse.gov/…/a-proclamation-on-the…/
Individuals, businesses, schools, municipalities, counties, and other government subdivisions are encouraged to fly the flag at half-staff for the duration of time indicated. Please remember, all subordinate flags flown alongside the American flag should also be flown at half-staff and positioned lower than the American flag.
