State Rep. John R. Bell, IV has introduced legislation in the North Carolina House designed to aid nonprofits working on affordable housing for low- and moderate-income families, the North Carolina State House reports.

Known as HB 1072 and filed April 28 in the 2025 regular session, the bill carries the short title: ‘Affordable Housing Infrastructure Development.’

The following summary, developed from the official bill text, includes both direct detail and clarification to aid understanding of its key aspects.

The Affordable Housing Infrastructure Development Loan Program would be created through this legislation and managed by the North Carolina Housing Finance Agency, offering below-market revolving loans to qualifying 501(c)(3) nonprofits constructing affordable units for low- and moderate-income residents. These loans could cover land acquisition, predevelopment, and infrastructure, but not the costs of building or renovating homes. For mixed-income developments, at least 40% of units must serve low- and moderate-income individuals, and the financial benefits must directly aid those necessary households. The measure allocates $50 million in one-time General Fund appropriations for fiscal year 2026-27 and is set to take effect July 1, 2026.

Of the four lawmakers backing the measure, Carla D. Cunningham has introduced the highest number of bills—41—during the 2025 regular session.

To become law, legislation in North Carolina undergoes a multi-step process. Initial filing is followed by committee review and requires three readings in both chambers. If amendments occur following passage in one chamber, both chambers must reconcile any differences before forwarding the finalized bill to the governor, who then has 10 days during session or 30 when adjourned to sign, veto, or let the bill pass without a signature.
