City of Kinston issued the following announcement on Jan. 16.
General Definition of Work
Performs complex professional work in overseeing the planning, design, construction and inspection of engineering projects and infrastructure in the City, and related work as required. Work is performed under the general direction of the Operations Manager.
Essential Functions
Planning, coordinating and participating in City engineering activities related to the operation and maintenance of water, sewer and stormwater utility systems and transportation infrastructure; overseeing construction inspection and traffic signal functions; preparing and maintaining files and records; preparing reports.
The following functions are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.
Receives and responds to inquiries and complaints regarding engineering functions; provides engineered solutions to questions presented by City staff and elected officials.
Develops and administers division and special project budgets for large construction projects; monitors expenditures.
Administers and/or supervises the administration of contracts and grants for the City; advertises, solicits, receives and opens bids in accordance with City guidelines and state statutes.
Designs or oversees the design of streets, utilities, storm water and other City facilities; draws engineering and/or architectural plans with utilizing appropriate software applications.
Prepares engineering related items for agenda packages; attends Council meetings to present requests and provide information.
Oversees the development of plans and project manuals for projects designed in-house; serves as project manager on various projects.
Plans, directs and allocates the resources of the engineering division; assists in the recruitment and selection process; recommends candidates for hire; recommends promotions, salary increases, disciplinary action and terminations; conducts performance evaluations on direct reports and reviews evaluations prepared by subordinate supervisors.
Supervises construction inspection, surveying and traffic signal activities; supervises maintenance of record drawings and maps for record; develops and distributes various reports.
Develops and reviews engineering and compliance reports; responds to violations of regulations; responds to questions from and provides information to regulators.
Performs related tasks as required.
Knowledge, Skills and Abilities
Comprehensive knowledge of the theory, principles and practices of civil engineering as applied to the development and construction of public works and utilities projects; ability to plan projects and prepare related designs, estimates and specifications; ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems; skill in the use of civil engineering instruments and equipment; ability to communicate complete ideas effectively, orally and in writing; ability to establish and maintain effective working relationships with City officials, associates, contractors and the general public.
Minimum Qualifications
Education and Experience
Bachelor's degree with coursework in in civil engineering, or related field with certifications as indicated in the Special Requirements section and extensive experience in civil engineering work, including supervisory and administrative experience, or equivalent combination of education and experience.
Must possess an Engineering license to work in the United States.
